Dubai Announces 15,000 New Jobs Under Ambitious Development Plan

Dubai’s Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum has approved a sweeping series of initiatives designed to make the emirate one of the world’s most liveable, sustainable, and healthiest cities. The announcement, made during the UAE Annual Government Meetings 2025, highlights Dubai’s commitment to expanding job opportunities, improving education, enhancing green spaces, and strengthening healthcare systems.

Major Initiatives for a Greener, Smarter Dubai

Among the newly approved projects are the Public Parks and Greenery Strategy, the Aviation Talent 33 initiative, and the Sports Sector Strategic Plan 2033, along with new policies focused on affordable education, financial restructuring, and early disease detection.

Under the Urban Greening and Parks Strategy, Dubai will implement over 800 greenery projects, including the creation of 310 new parks and upgrades to 322 existing ones. The city aims to triple its tree count, expand green areas to 187 square kilometres, and use 100% recycled water for irrigation. By 2040, officials target 95 million annual park visits and ensure that 80% of residents live within a five-minute walk of a park.

Aviation Talent 33 and New Dubai Jobs Opportunities

A key highlight of the plan is the Aviation Talent 33 initiative, which will strengthen Dubai’s global leadership in aviation. The programme will create over 15,000 new jobs, 4,000 training opportunities, and 30+ strategic partnerships in the sector. It also aligns with the broader national goal of doubling Dubai’s economy and integrating 65,000 Emiratis into private-sector roles.

Dubai also announced plans to add 60 new affordable schools by 2033, creating 120,000 additional student seats. The policy encourages private investment in education through incentives such as reduced government fees and lower land lease costs, ensuring that quality schooling remains accessible to more families.

The Sports Sector Strategic Plan 2033 will position Dubai as a global sports hub through 19 programmes and 75 initiatives covering 17 sports disciplines. The strategy focuses on hosting international events, nurturing local talent, and increasing community participation in sports.

In the financial sector, Dubai will establish a Financial Restructuring and Insolvency Court to handle corporate debt and bankruptcy cases. This move aims to reinforce Dubai’s reputation as one of the top three global financial centres.

Healthcare development remains another major focus. The government will expand early detection and preventive healthcare services to combat chronic diseases and increase healthy life expectancy. The plan includes 40% more colon cancer screenings, a 50% boost in vaccination services, and shorter waiting times of seven days or less with a goal of achieving over 90% patient satisfaction.
