The United Arab Emirates has taken another major step toward promoting humanitarian work by announcing that Waqf (Islamic endowment) donors are now eligible for the UAE Golden Visa for Charity Donors. This new initiative allows donors to qualify under the category of “financial supporters of humanitarian work.”
The announcement follows a new cooperation agreement signed between the General Directorate of Identity and Foreigners Affairs – Dubai (GDRFA-Dubai) and the Endowments and Minors Affairs Foundation (Awqaf Dubai) on Friday.
Under this agreement, Awqaf Dubai will nominate eligible endowers — both residents and non-residents — who meet the requirements outlined in Cabinet Resolution No. (65) of 2022, which governs the UAE Golden Visa category for financial supporters of humanitarian initiatives. After verification and approval, GDRFA-Dubai will issue the long-term residency permits.
A joint committee will also be formed to ensure smooth implementation, monitor results, and measure the program’s social and developmental impact.
Promoting Dubai’s Vision of Giving and Sustainability
According to GDRFA-Dubai, this collaboration reflects the government’s dedication to strengthening Dubai’s position as a global center for tolerance, philanthropy, and sustainable development. The initiative also supports the vision of making Dubai “the most sustainable and human-centered city in the world.”
Lt-Gen Mohammed Ahmed Al Marri, Director General of GDRFA-Dubai, emphasized that the partnership represents “an advanced model of governmental integration aimed at empowering endowers to contribute to community development through impactful initiatives that promote the values of giving and sustainability.”

Similarly, Ali Mohammed Al Mutawa, Secretary-General of Awqaf Dubai, noted that the initiative underscores Dubai’s commitment to elevating endowment work as a key pillar of sustainable growth, while recognizing the vital role of donors in promoting solidarity and social responsibility.
This forward-thinking move highlights the UAE’s continuous efforts to honor individuals who contribute to society’s well-being, making philanthropy an even greater part of the country’s national identity.
