Pakistan Sets Ambitious Plan to Deliver 100 Mbps Internet for All

Pakistan has started work on a major upgrade of its digital infrastructure. The Ministry of Information Technology and Telecommunication has set an ambitious goal to provide every user in the country with fixed broadband speeds of at least one 100 Mbps. This move aims to improve national connectivity and support the growing digital economy.

Ministry Plans New Fiberization Policy for Faster Internet

The Ministry will hire a consulting firm to design the first National Fiberization Policy and Plan. This effort is part of the Digital Economy Enhancement Project supported by the World Bank. The project aims to expand high speed internet access, improve fiber networks, and strengthen the foundation for future digital growth across the country.

The new policy will support the creation of up to ten million new fiber based house passes. This expansion will help bring reliable fixed broadband to more homes and businesses. The Ministry also plans to increase mobile network stability by connecting eighty percent of telecom towers to fiber. Strong fiber support is essential for improved 4G performance and future 5G preparation. These steps aim to move Pakistan into the top fifty countries in global speed rankings.

The upcoming consultant will conduct a full national assessment. This will include mapping current fiber routes and identifying service gaps in coverage, network quality, latency, and penetration. The assessment will also study operator challenges and review incentives that could support stronger participation from the private sector. The consultant will use global indicators such as the Fiber Development Index to measure Pakistan’s progress and align the plan with international standards.

National Fiberization Strategy and Operational Plan

After the assessment, the consultant will prepare a complete National Fiberization Strategy and Operational Plan. This document will outline investment options and funding models that can bring both public and private players into the project. The plan will also include bankable feasibility studies. These studies will help attract investors through public private partnership arrangements. The strategy will identify priority regions for new fiber deployment and propose steps to improve the strength and security of fiber networks. This includes protection against disasters and growing cyber security threats.

Legal and regulatory reforms will serve as a major part of the new policy. The consultant will review laws that currently slow down fiber growth and propose updates. These may include improvements in spectrum rules, incentives for fiber backhaul, and measures that reduce high capital costs for operators. The Ministry expects these reforms to create a more supportive environment for faster internet expansion.

The National Fiberization Policy will play a central role in shaping Pakistan’s digital future. It aims to deliver faster and more affordable broadband to millions of users. The policy will support economic growth and help the country catch up with regional and global digital benchmarks. With a stronger and more reliable fiber network, Pakistan hopes to meet rising demand for digital services and ensure that every user has access to high quality internet.
