Rawalpindi police have issued strict new guidelines to ensure full enforcement of the ban on kite flying across the city. The move comes ahead of the Basant season, when kite flying activity usually increases despite legal restrictions. Senior police officials have directed all field officers to take immediate action against violators.
According to the instructions, police will register cases against anyone found involved in kite flying or related activities. The guidelines apply across all police station areas in Rawalpindi. Authorities aim to prevent accidents and maintain public safety during the winter season.
The police have also instructed owners of high rise buildings, kite sellers, and record holders to submit surety bonds. These bonds will confirm that they will not facilitate kite flying in any form. Officials say this step will help stop the activity at its source.
Monitoring Increased Across the City
Police have been directed to install steel wires on flyovers to block kite strings. CCTV cameras will also be placed on rooftops of high rise buildings to improve monitoring. These measures aim to detect illegal activity quickly and allow immediate response.
In addition, police will increase surveillance at city entry and exit points. Courier companies and post offices will also come under strict watch. Authorities want to prevent the transport and sale of kites and chemical strings into Rawalpindi.
Acting Regional Police Officer Khalid Hamdani ordered the strict enforcement plan. SSP Operations Malik Tariq Mehboob shared the guidelines with divisional SPs, circle DSPs, and station house officers. All officers have been told to act without delay.
The guidelines clearly state that the Punjab government has imposed a complete ban on kite flying. Despite this, authorities observe a rise in activity every year before Basant. Police now want to take preventive steps well in advance to avoid incidents.
The crackdown also includes action against aerial firing. Officers will remain alert in sensitive areas and conduct regular patrols. Police say early action will help reduce risks to life and property.
Public Awareness
Public awareness forms an important part of the plan. Police will work with local elders, traders associations, religious leaders, and political representatives. They will inform residents about the dangers and legal consequences of kite flying.
Warning banners will appear on major roads, in markets, and in crowded areas. Police will also use mosque loudspeakers and official channels to spread the message. The aim is to reach as many people as possible before the season begins.
Officials say kite flying poses serious risks. Chemical strings can cause injuries, damage vehicles, and harm birds. Many accidents in past years have resulted in loss of life. Police want to avoid such tragedies through strict control.

Rawalpindi police have urged citizens to cooperate with law enforcement. They ask parents to keep children away from kite flying and report any illegal activity. Authorities believe public support is key to making the ban effective.
The police department has assured that no leniency will be shown. Anyone found violating the ban will face legal action. The administration hopes these measures will help maintain peace and safety across the city.
