The government is moving closer to launching a mobile application designed to provide discounted petrol to low-income citizens. The initiative aims to ease the burden of rising fuel prices amid the ongoing energy crisis.
The Ministry of Information Technology and Telecom has developed the application, which is currently in its testing phase. Authorities plan to roll it out nationwide after completing the trial process.
Digital System to Manage Petrol Subsidy Distribution
The proposed subsidy programme will mainly target motorcycle and rickshaw owners. These groups form a large portion of daily commuters and rely heavily on petrol for their livelihoods.
Officials are considering a monthly petrol quota of 20 litres for motorcycle users. However, authorities have not yet finalized a decision regarding small cars up to 800cc.
To ensure smooth implementation, around 12,000 petrol pumps across Pakistan will participate in the system. Each station will allocate specific fuel nozzles for subsidized petrol.
In addition, petrol pumps will use mobile devices to run the application. Staff will verify users digitally before providing fuel. This system aims to reduce misuse and improve transparency.
Consumers will receive digital vouchers through the app. They must present these vouchers at designated petrol stations to purchase subsidized fuel. Moreover, the system will link each user’s quota to their vehicle registration number and national identity card.
Authorities have also planned separate interfaces for consumers and petrol pump operators. This step will simplify usage and improve efficiency for both sides.
Meanwhile, a 24 hour monitoring system will track operations and handle complaints. Officials are also preparing a backup mechanism to ensure fuel availability during emergencies.
Oil marketing companies will provide mobile devices at petrol stations. At the same time, the IT ministry will coordinate with manufacturers to support the system’s technical needs.
To further assist users, training videos will be available within the app and at petrol stations. These guides will help both consumers and staff understand how the system works.

The initiative reflects the government’s effort to use technology for targeted subsidies. By focusing on digital verification and controlled distribution, authorities aim to support low-income groups while managing fuel resources efficiently.
As testing continues, the app is expected to play a key role in making subsidized petrol more accessible across the country.
