Lahore High Court Orders Action in Data Darbar Animal Massacre Case Within 30 Days

The Lahore High Court has issued a strong directive in the Data Darbar Animal Massacre case, marking another important step forward for animal welfare in Pakistan. While hearing the matter titled Environmental and Animal Rights Consultants Pakistan v. Government of Punjab (W.P. No. 66492/2025), Justice Shehram Sarwar ordered the Punjab Wildlife Department to take action within 30 days.

The Court instructed the Department to treat the petition filed by Advocate Altamush Saeed as a formal representation and resolve the matter through a detailed, written decision. The Wildlife Department must now submit a comprehensive report that includes:

  • The causes and circumstances behind the killing of the animals
  • A clear plan to prevent similar incidents in the future
  • Criminal action against those responsible
  • Educational and sensitization programs for government bodies to promote empathy toward animals and the environment

The Court also made it clear that failure to comply may result in contempt proceedings. This ensures accountability and signals the Court’s determination to protect vulnerable animals from preventable harm.

For the first time, the Punjab Wildlife Department has been legally required to lead a formal investigation and provide solutions for animal protection. This is being seen as a milestone moment in Pakistan’s ongoing efforts to improve animal welfare policies.

The incident at Data Darbar, widely described as a dark moment for animal rights in Lahore, raised serious concerns about coordination among government departments. Advocates argue that the animals could have been safely relocated if the Lahore Development Authority had worked with the Wildlife Department. Instead, mismanagement led to an unnecessary and tragic loss of life.

Animal rights organizations hope that this judgment will push departments to act responsibly and ensure that compassion, proper procedure, and legal obligations guide future decisions affecting animals.
